Kirsten Anderson is the Executive Director of AspireMN, an association of agencies working in the child welfare space in Minnesota.

Kirsten described the features and implications of The Family First Prevention Services Act of 2018, which many consider to be the most significant federal child welfare legislation in over 30 years.

Among other provisions, Families First focuses federal funding on prevention and early intervention services rather than downstream interventions such as foster care and residential treatment. Federal guidance on what services are eligible for funding has been slow, causing financial hardships and services disruptions for states and nonprofits in the field.
