
In Minnesota, 490 children are currently waiting to be adopted. These children cannot be safely reunited with their birth families for a variety of reasons. Of these children:

68% have a documented special need,

45% are part of a sibling group that must be adopted together, and

54% are between the ages of 12 and 18.
Public and private agencies across Minnesota work together to guide children and adoptive families through every step of the process– recruiting and training prospective parents, conducting home studies, and providing post-adoption support.
Recent laws have strengthened support for adopted and foster youth:

In 2023, a new law expanded access to original birth records for adoptees over the age of 18.

For fiscal year 2025, $9.4 million was appropriated for the Fostering Independence Higher Education Grant (FIG), which helps adults formerly in foster care pursue higher education.
Additionally, The Reel Hope Project raises awareness by creating short videos that highlight each child’s unique personalities and interests. Currently, 67 Minnesota children have Reel Hope videos available online.
