
“We cannot allow children’s voices to be silenced.”
Earlier this week, more than 150 advocates, policymakers, and community members gathered in Minneapolis for the annual Safe Passage Legislative Breakfast and Fundraiser to discuss the urgent need for a stronger child protection system in Minnesota.
Across the tables were flowers and cards bearing the names of 92 Minnesota children who lost their lives to abuse or neglect between 2022 and 2024—a powerful reminder of why this work matters and why change cannot wait.
Throughout the morning, speakers shared their insights and experiences:

“It takes a village to raise children – and it takes a community to advocate for them.” – Melissa DeBilzan, Safe Passage Executive Director.

“We are advocating for common sense legislation that prioritizes child safety.” – Dr. Lisa Hollensteiner, Safe Passage Board Chair.

“I am using my voice today to share our story and demand that change start now. Protecting our children is a priority.” – Josie Josephson, stepmother of Eli Hart, who was killed by his biological mother in 2022 after several red flags.

“When I saw bruises on my daughter, I had no idea what they could be from.” – Representative Nolan West, who is fighting for stronger protections at daycare centers.

“We built our own database and found that two dozen children over the last five years have died of fentanyl. This is an issue we’re going to continue to cover and focus on.” – Lauren Leamanczyk, KARE 11 Anchor and Investigative Reporter.

“Child fatalities due to maltreatment are increasing. A majority are due to neglect—and many, if not all, of these deaths are preventable.” – Courtney Annakin, Safe Passage Research Fellow.

Looking ahead to 2026, Safe Passage has already identified several legislative priorities aimed at improving accountability, prevention, and safety for children across the state. More information will be shared soon.
